Highways Professional Services Contract

This client is a market leading SME in London, providing professional services to the construction industry across several sectors. They have grown considerably due to the continued success in securing contracts such as this one with a central London Council.

This contract was a renewal of the existing Highways Professional Services Contract. The new contract was split into three lots, each with their own specialist focus. One supplier would be appointed for each lot, for a duration of five years and a total value of £12m, making this a lucrative target.

Tasks / challenges:

  • The incumbent was a Tier 1, multidisciplinary and multinational professional services firm who had provided services for several years with a strong client relationship.
  • Our client could not cover all services for any one lot, whilst it was known that competitors could offer a one-stop-shop.

Activity:

To unseat the incumbent, and to compete in this very competitive landscape, early engagement with the client was key. We attended the pre-bid briefing, met with the council leader to discuss challenges and expectations, and conducted research into expected competitors.

We carefully selected a partner to provide specialist design services forming a close knit consortium. We clearly defined operating procedures and quality management processes through the bid, providing assurance to the client that the offer was not only technically leading, but also robust and responsive.

Result:

The consortium was appointed onto both of the lots bid for. Quality scoring was outstanding across the board, with a very positive response to our social value commitments. The consortium has established a strong working partnership with the client, further securing their position as a leading consultancy in central London.
